Strategic Roth Conversion Opportunity for Retirees: 2025–2028 Window

Key Takeaways

  • Tax-free Roth IRA conversions are possible for retirees with modest income due to combined deductions of up to $45,200 for married couples.
  • The senior bonus deduction ($6,000 per person) is temporary and expires after tax year 2028—making this a four-year opportunity.
  • Staying under AGI thresholds ($75,000 single / $150,000 joint) allows full use of the deductions while minimizing Social Security taxation.
  • Strategic Roth IRA conversions now may reduce Required Minimum Distributions (RMDs) and lower taxes in later retirement years.

The recently passed tax law quietly created a powerful, limited-time opportunity for retirees.  Between 2025 and 2028, elevated standard deductions and a special senior bonus deduction can dramatically reduce taxable income—opening the door to highly efficient Roth IRA conversions.  If you’re between ages 65 and 73, this could be one of the most valuable planning windows of your retirement.

Overview

The “One Big Beautiful Bill Act” signed into law on July 4, 2025, includes two provisions that create a unique four-year tax planning window for retirees:

  1. Elevated Standard Deduction:

– $15,750 for single filers; $31,500 for married couples (2025 levels).

  1. Temporary $6,000 Senior Bonus Deduction:

– Available to individuals aged 65+ with AGI under $75,000 (single) or $150,000 (joint).
– Sunsets after tax year 2028.

When combined, these deductions can significantly reduce taxable income for eligible retirees, providing an ideal opportunity to perform partial Roth IRA conversions at a low marginal tax rate.

Why This Matters

Many retirees delay Roth conversions due to concerns about tax brackets and impact on Social Security taxation. However, from 2025 through 2028, the combination of elevated and senior-specific deductions means a larger portion of income can be shielded from taxes. This makes it more cost-effective to convert portions of a traditional IRA into a Roth, locking in tax-free growth for the future.

Example: Married Couple, Age 67

Income Assumptions: This example assumes both spouses are age 65 or older and have an Adjusted Gross Income (AGI) below $150,000, with no significant other sources of taxable income beyond the planned Roth conversion. Staying within this income threshold qualifies them for the full senior bonus deduction.

If this couple has no other taxable income, they could convert $45,000+ from a traditional IRA into a Roth IRA and pay $0 in federal income tax.

Even if they have some Social Security income or investment earnings, they may still remain in the 10% or 12% tax bracket, far lower than what they may face in later years due to income generated by mandatory Required Minimum Distributions (RMDs).

Planning Considerations

  • Consider using Trump Accounts to support early gifting strategies for children or grandchildren (the government will make a one-time $1,000 payment to be invested in a stock-market index fund for babies born between 2025 and 2028). These tax-advantaged accounts can serve as flexible vehicles for seeding Roth IRAs for younger generations or funding future education and home purchases.
  • Consider spreading Roth conversions evenly over the 2025–2028 period to avoid bracket creep.
  • Monitor AGI carefully to stay within the deduction thresholds.
  • Coordinate with Social Security timing to avoid triggering taxation on benefits.
  • Work with a tax advisor to model the multi-year tax impact and Medicare premium surcharge (IRMAA) implications.

This four-year window represents a valuable opportunity to build tax-free income streams and reduce future RMD exposure.  For many retirees, strategic Roth conversions now can enhance tax efficiency and portfolio flexibility in retirement.  Ask your ACM Wealth Advisor if this planning strategy is right for you.
